EDD (California Unemployment) is failing me... Who can i contact? someone please help me.?

I'm ex-military and I'm having a serious issue with EDD, I'm about to lose it because they're pissing me off. I've been waiting since April to get a check and i havent gotten ****. Every time i call them they give me the run around and tell me its this, then its that, then i wait 10 days like they ask then nothing, its been like this for 3 months. My bills are piling up, my bank account is negative $600, my car is about to be repoed, I'm behind on rent, I ended spending all the money I had in my bank on bills and surviving tough times. Anyone who knows what I can do, or who I can contact -BESIDES THE CALL CENTER (1-800-300-5616)- please let me know asap. I call the EDD hotline and talk to supervisors who are no help. I need to go higher than that, its BS... they tell me wait 10 days, wait 10 more days, wait until next week, wait a couple days, all those days add up and bills don't stop coming.
